The commission shall promulgate two
plans, known as the “first five-year plan” and the “second five-year
plan,” to effect the consolidation of specific municipalities within
two consecutive five-year periods
priority for the first five-year plan shall be given to municipalities of two square
miles or less having fewer than 2,000 residents, and priority for the
second five-year plan shall be given to municipalities of 10 square
miles or less having fewer than 10,000 residents.
The plans shall require that all municipalities that receive
notice of their inclusion in the consolidation criteria of the first or
second five-year plans shall merge with another municipality or
municipalities in order to meet minimum standards set forth by the
commission in regard to the criteria set forth in paragraph (1) of this
section.
In the event that the majority of the voters in a
municipality do not approve a consolidation proposal put before those
voters at a general election………
then for a period of five State fiscal
years commencing from the first day of the fiscal year next following
that election, the municipality shall be ineligible for Consolidated
Municipal Property Tax Relief Aid.
