Need a clear shot of the license plate without that it is circumstantial.If it is a Municipal vehicle doing personal stuff that would be illegal.
#1, pretty simple solution, ask the person who was assigned that truck on that day and time where they were. Besides, you never know if there are any other pictures. If my ass was on the line I’d spill the beans.

That’s probably why he took all the Belmar stickers off his town issued SUV so he could do things like this.
Went to wash my car today and 16th Ave. is trashed from in front of Bar A down to the Friendly Sons, but not in front of their place. Those guys don’t mess up the town
Back from a walk. I don’t know if it was town guys or Bar A guys who cleaned up 16th Ave., but they did an okay job.
