“School districts should be educated about PILOTS and anticipate a strategy to be in the loop when negotiations are taking place. The structure of the PILOT payments is the result of a negotiation between the developer and the municipality. As mentioned earlier, only municipalities and counties are entitled to collect their respective portions of PILOT payments. The municipality collects 95 percent and the county collects 5 percent. School districts are not legally “entitled” to share in these payments, but that doesn’t mean that they are not permitted to participate. For certain redevelopment projects, school districts can endeavor to “get a seat at the table” to come to terms with the local leaders and to attempt to share in a portion of the payments. This is especially important if the new development generates children that will be enrolled in the school district.”

And this council, with Doherty leaving and Magovern at the helm SHOULD NOT be deciding on a project of this magnitude. Brian Magovern doesn’t even know the rules and regulations of the Shade Tree Commision that he directs and we are supposed to entrust him with this??
Look at the Marina Veiw building. Thats 100 units over 9 floors. Cut off a couple floors, spread it out a little and add 106 more apts!!! Really?!
And please, before this administration starts with their usual propaganda machine to the contrary, I AM NOT against redevelopment, I’m FOR smart redevelopment thats fits our SMALL town and Is well thought out and planned and agreed upon by the PEOPLE of Belmar. Not a hugh plan presented at the 11th hour by an admin who has created chaos and divide amongst the people they are supposed to serve.

Parking – “370 for residents of the apartments ..” That’s a minimum of 370 adults and maybe 200 to 275 school aged children? This is the same density crap that was needed for the FAILED Gale Group project back in 2005. This is irresponsible planning and does nothing for a quaint and charming Seaport or Downtown. This is GREED on both the part of the developer and the Borough Council.
Let me know when the petition needs to be signed. I’ve got a dozen John Hancock’s to add to the list.
Unfortunately I like my job as a real estate salesperson and don’t want to be complaining about development in the town I love to represent buyers and sellers. I am all for making our town center more lively, with more stores, restaurants, etc, but would look more closely at traffic, existing businesses, and of course the PILOT program. I think you can’t put a fine point on anything these days. You’re branded as “against Belmar’s recovery” or a lemming for the current admin. If I didn’t have the college years ahead of me (didn’t have to spend my time working hard at my business) I’d do it. I think Belmar is a small town with big issues, and it needs an energetic retired person. But thanks guys!!

Do we have anymore municipal property left that we can lease,abate,pilot etc, Seems to me we have no assets left to call our own. This does not bode well for the Belmar taxpayers.
This sounds like an affordable housing project, which equates to more liberal voters.

Mr. DePeppe got into an altercation with Mr. Doherty at a local watering hole after Mr. Doherty. Anyone can ask around and find the truth out. That’s why Mr. DePeppe won’t get any business from the Borough aka Colleen of Avon. And yes those are the facts.

Everyone who had to do any legitimate post sandy work on their property was hasseled by “col!end” and instead of being directed to the appropriate Code Enforcementoffice, etc SHE said you have to call the mayor, over and over and over again (to kiss his ring)? Then the creep, when he was out waterboling in town, would imply that he controlled permits and inspections every step!

Its too bad we can’t have a partnership with the YMCA. They pay for a new gym and swimming pool (which Brian M would definitely support) and the boro pays for a modest but aesthetically pleasing borough hall. YMCA can then operate on a fee basis and eliminate the need for separate town sponsored sports programs and staff.

The fact that Colleen Connolly presented this proposal to the council is a direct conflict of interest. The prosecutors office white collar crime unit should investigate. She should be fired immediately.
It’s time to stop the insanity! Never mind that the size of this project will change the landscape of our beach town to a Jersey City look alike, but how about the effect on our school. 206 units! Just think-possibly over 150 new students. We are a sending district. If 15 are of high school age, it will cost us $15,000 per student, per year. That’s $225,000 per year we have to pay. Remember, Brandywine is getting a 25 year tax relief. They don’t care who’s living in these apartments-they aren’t even from New Jersey! Aside from Mark Walsifer, did any of the council members ask about other additional costs to us, such as garbage, sewer, public safety, fire, or first aid? Like Katrina, I am not against redevelopment. I am for smart redevelopment. We need a new borough hall. We need a new police facility. Let us do it with a plan that is fiscally responsible and good for the town. Don’t let Colleen and her gang of three push their guaranteed “good deals” down our throat. Remember the “free” Taylor Pavilion and a safety building that can’t get a CO? It’s time to raise our voices and save our town from these profiteers. It is imperative that you come to the next council meeting. I look forward to seeing you there.
How much money did Belmar pay for debt service (loan payments) in 2015, 2016 and 2017 on the 53+ million dollars we owe for all his FREE investments?
Mcdirty’s smoke and mirrors not tax increases over 5 years versus chosing to kite debt artifically on 53 million to pay off the FREE MONEY approved by his council. Better known as Mutt’s Bond. That’s right your future, your children’s and your grandchildren’s future were/have been compromised by the council and Mutt’s FREE money schemes post Sandy.
I am so glad to see all of these comments. One is better than the other. How about we bring them all to the town meeting and raise hell.

#35 – Control, it’s all about the control. Schools are the most underutilized properties in this country, and you are correct, let’s improve the school property and open it up to all residents.
Why does Belmar need a new Police Department? Is it due to the out of control summer people that are encouraged to visit and misbehave? Is it due to the added BURDEN of taking over the police dispatch duties of 3 other towns? Is it due to the added BURDEN of taking over the policing of Lake Como? Wheren’t the later two suppose to lower the costs to the Belmar taxpayer? Now some hocus pocus land deal will deliver a FREE borough hall, gym, and police department? Come on folks, wake up already.
We don’t need this “behemoth”. Gut and revamp the present building and maintain it properly. The school has a gymnasium. The school building could serve as emergency shelter during the next hurricane. Borough Hall was close to being flooding during Sandy, as was the parking lot behind it. Why put housing here? Belmar cannot afford this monument to the mayor.
Mark Walsifer is only one vote, he cant do much unless there are more republicans voted in…. Publicly confronting the governing body will only make him look bad…. He needs to hold his seat on the council and we all need to vote republican so he gets the help he needs….
#37 – Possibly we could use the school building for a training complex where surrounding fire companies cud come and fight controlled fires. That’s about the best use I can think of for the dumb building.
Colleen Connelly is a no nothing political hack leftover from Doherty. Just ask anyone she works with. Hated is an understatement. Keep ruining Belmar while driving off into the sunset in your ugly VW Bug.

That whirling dervish, Colleen, is the prime reason Belmar’s Public Safety, Lifeguards and Employees are in disarray. There is no loyalty left at Borough Hall due to the incompetence and lack of credibility of that political hack, Colleen. Captains can’t run a ship without a crew.
I agree with #29 and #31, we have to all attend the April town council meeting. If we don’t speak up this horrible project will be pushed through. Time to fight back!!!
Referendum. The only way, as the mayor and council do not listen to voices of dissent.
Belmar’s “PROJECT” project is doomed but the attorneys, engineers, architects will eat up your money.
