Another ‘After The Fact’ CAFRA Application

DEP seeking input from neighbors….but work already completed!

Received by a reader with property near the “proposed” marina development:

Artist’s rendering of the proposed parking lot:

Apparently the artist believes part of the lot is going to flood when it rains.

This is hilarious in one regard and shocking in another. Major modifications and proposed changes to an already completed site ? Surely this has to be the last straw for this mayor and his crew. Completing a project without approval ???

“proposed K Street Pier Parking Lot” The Redevelopment Agreement/Contract with Chef’s International 2014 in violation of 2010 Cafra Permit GIVES AWAY BOAT TRAILER LOT @ K ST FREE TO CHEF”S FOR MARINA GRILL PARKING. Therefore Chef’s has not one but three bars/restaurants in the expanded Seaport Redevelopment area with zero responsibility for providing parking or paying a designated percentage for new parking IN VIOLATION OF THE REDEVELOPMENT PLAN.

This mayor needs to be recalled, and the Borough Administrator needs to be fired. Enough is enough. Back in the summer of 2015, the Boro Administrator, Colleen Connelly, performed a personal inspection of Salt and had the zoning officer issue them a work-stop order because a couple of fire pits and bars were moved a few feet. The Harmon’s were forced to go back to Planning Board to have their plans reapproved before allowing work to continue. Yet Chefs International builds a $6,000,000 entertainment center in the marina without a CAFRA permit. Why were there no work-stop orders there? And why did the State of New Jersey not issue a work-stop order or fine the Boro of Belmar for allowing the work to continue? CORRUPTION?????????

Its clear that you have to pay to play in the Belmar Administration sandbox.

Even Nicky Johnson would have filed the CAFRA permitting process timely properly.

Their excuse, benign neglect doesn’t wash over and over again. It seems this neglect is the true moxus operandi of Belmar and MASER. INCOMPETENCE OR BY DESIGN.

Same company that misconfigured the height of the poles and misplaced the positioning of the boardwalk railings.

Can they also be blamed for the ugly, splintered, off centered wood railings on the 5th Ave pavilion walkway entrances?

The giving away of Green Acres parkland for K Street Parking for Chefs was done behind the backs of Planning Board.

Regarding Flooding even after Sandy that whole area flooded. It will increase flooding on 35 and down K Street. Even BEFORE SANDY, the CAFRA Plans clearly indicate lot is in a flood zone. During Sandy it was 3 feet under water.

At the risk of sounding naive, other than the town not doing their job since it’s their own property and a self created permit for chefs to sell booze and food. How does this huge building get done w out the proper permitting from the state and environmental agencies ?

No Belmar resident spent more time investigating, documenting and writing formal complaints to NJDEP and Greenacres. The administration had no in or special treatment. THe Borough was and still is being issued violations. The problem is with the State who is reluctant to enforce their own laws not just in Belmar, but everywhere. Thus NJDEP rewrds bad behavior.

Demand a public hearing for this “major technical modification of an existing individual CAFRA permit” …. It should be noted that the existing CAFRA permit was issued in 2010 (Pringle administration) and the scope of additional development, with impacts, necessitates public input.

  22. Marina boat owners, beach users, families and parents of children using the park for sports practice or family outings please know this fact. Colleen Connelly’s response to the question of inadequate parking for the proposed Chef’s facility? “We” can use the grass areas for “overflow” parking. This was before even a shovel of dirt was lifted on the Chef’s projects. My belief … Belmar’s mayor, administrator and council knew exactly what was to come with this unconscionable decimation of Belmar’s green space for their own political and “other” gains.

#22 Its 50/50 whether the Grill makes it with its Spring Lake prices, and with the cold, bad weather and the winter, people are not coming down in droves. Also take a typical family of 4 with 2 hungry kids they are not paying for valet and not searching for a parking spot. In my opinion the odds are against it being successful especially competing with Pier 9.
