    With the good news that a highly qualified CFO was picked, I wound up skipping the meeting and helping my parents move last night. As of today they are no longer Belmar residents after 43 years.

    Just wanted to say how thrilled I am that we are in good hands with the new administration and new CFO. But we have one more unknown – the council seat that Mark Walsifer leaves is open. I think Mark Levis is the best man for the job. He gets along well with Mark Walsifer and a 3/2 split Republican/Democrat council is a great way to balance the town’s interests. Let’s let Levis continue what he started with the park commission, storm mitigation research, and more.

    OK, a move in the right direction with the clean sweep, but now is the time to initiate a movement to change the form of government to one in which there is not a strong mayor, to something like that in Avon, before the new guys get too comfortable in their newly found power, and end the divisiveness of party politics. Belmar is too small for us-against-them thinking.

    #18/19 – Belmar was hardly “peaceful” in the 1980’s and ended in a lop-sided recall election in June of 1990. A month later the residents voted overwhelming (by a 3-1 margin if I recall correctly) to change the form of government. The report of the Belmar Charter Study Commission, which I chaired, identified three main problems with the 3-person Commission form of government. First, because the Open Public Meetings Act prohibits a quorum of elected officials from discussing municipal business except at an advertised public meeting, elected officials in Commission towns end up communicating and conducting all of their non-public business through the Business Administrator. Second, the terms of the elected officials were concurrent, with all 3 commissioners elected every four years. That’s a long time to wait between elections. Our current form has staggered terms, which gives the voters a chance to send a message to their governing body every year. Third, the mayor is not directly elected under the Commission form. Whatever you think of our current form of government (and, believe it or not, our Small Municipality Plan is not a “strong mayor” form of government), a directly elected mayor is better able to set a vision for a community and carry it out. That may not matter much for a sedate, established town like Avon. But it mattered a great deal to Belmar in 1990, and enabled us to change the course of community.

    One change we might want to think about, however, is changing our current form of government to a non-partisan form. The Charter Study Commission recommended the partisan option because we believed that staggered terms were very important. At that time, however, non-partisan elections could only be held in May. That would have meant elections in May and November of every year. We were concerned that voters would become fatigued, and less likely to vote in municipal elections. The law has since been changed to allow non-partisan elections to be held on the November ballot. Bradley Beach has our same form of government (they shifted away from the Commission form a few years after we did), but they chose the non-partisan option and concurrent terms. They now hold their municipal elections in November.

    Shifting to a non-partisan form, would allow candidates to run together, regardless of their party affiliation, and without having to navigate the party committee and primary process.

    But for now, let’s all work with our newly elected officials to get Belmar back on track, and make our town the best it can be.

    Mr. Pringle, I admire your efforts to remove the Doherty/Connolly administration (even though you brought him here). I remember quite well the recall petition you launched against then mayor Hernandez. I believe it had a lot to do with the midnight bar closing.
    I do agree that the election should be non partisan in such a small town and the mayor should not yield as much power as he does. You mentioned Avon. I wish we had a resident friendly administration like they do. On this Thanksgiving day I am thankful for the new administration coming in and wish them the best getting our town back to the way the residents want it to be. Happy Thanksgiving to all.

    If municipalities cannot charge beach fees to those 15 and under, how do all of our surrounding towns get away with it? Asbury, Avon, Bradley, Manasquan, even Ocean Grove all offer junior badges (anywhere from 13 to 18 years old) with kids 12 and under free.

    I would also like the council to address the extra $1 surcharge on each badge when you purchase with a credit or debit card. I get that they need to cover costs but $1 PER BADGE is ridiculous. No one carries cash anymore. How much are we actually paying to the credit card companies, or rather, how much is the town being charged per transaction/badge? Is that in the beach utility report?

Even when we had a Public Advocate, the last time he sued to enforce the beach fee statute was in Slocum v. Belmar, which was decided in 1989. The reason our Susko v. Belmar case was important is that the trial court agreed with our argument that a violation of the beach fee statute constitutes a violation of the New Jersey Civil Rights Act, which entitled the plaintiffs to recover their attorneys fees. If that decision is upheld on appeal, towns will either begin complying with the law, or face lawsuits and attorney fee awards if they are compelled to do so.
