Here is my request made last week:
Here are the results, edited to be in chronological order with just the bodies of the emails:
I would think that attachments to an OPRAed email would be part of the OPRAed material. Anyway, we continue…
No info on what he’s talking about above.Below is the email April received from Nick DeCotiis yesterday morning with the above emails she asked for to fill my OPRA request.
I was just coming out of surgery when she forwarded them off to me a couple of hours later. I forwarded the email to a few of my friends yesterday afternoon but haven’t been able to sit upright long enough to edit them and put this post together until this morning. Honestly I haven’t even read it yet.
BTW, they told me surgery went well but honestly I’m still in quite a lot of pain.
See you guys later.

Seems like we will have to wait till the next Council meeting on Dec. 1 to find out what NEW project not covered in the CAFRA plan is being “proposed”.
Looks like nothing has been resolved, only that Belmar must submit all the PROPER permits and more violations are on the way. Unless there is something I don’t see, it appears Claire Deicke may have been misinformed.
Something a little off topic but I find it comical is that the administrator of this blog must constantly file OPRA requests for information whereas other people are able to get info just by making a phone call. That’s not right.
Wasn’t misinformed-plenty of coummications and meetings-if you’re referring to me-I followed up on a question posed to me on this blog-called, and received the information-anyone could have done the same….the engineer was on top of things-keeping CAFRA informed….resolutions are in place…
#3 I guess there were no minutes taken of the verbal communications. Not happy about that.
Belmar owns the land, Chefs International is building the building. How much rent for the land is Belmar receiving and was this project put out to bid???
#4 Welcome to the world of redevelopment.
Should the buildings have been taken down before violations answered and new permits in place? And Claire what does “resolutions are in place” mean exactly?
Claire, it took 4 months for the borough to acknowledge the notice of violations. That in itself is unacceptable. Besides, how does this administration even start a project before proper permits are in place ?! If this cost Belmar taxpayers ANY money in fines the Mayor should be held directly accountable.
Rest assured that the regime is doing everything it can to deprive the public (including Belmar residents) of any say regarding Marina/Maclearie Park development …. just like the beachfront.
Unlike the spoon-fed former councilwoman …. readers of this blog get truth by reaching outside the Borough.
If, and when, the Borough submits revised plans to the NJDEP …. comments and concerns should be sent to:

Katrina-Resolutions are in place simply means that a new permit application is in the works, and the projects can move forward….#8-Truth of the matter is…..Nick explained there was community backlash-issues arose-unacceptable to you might mean issues to be dealt with for those involved-my sense is there was communication, but maybe informal dialogue-what’s important is issues are being resolved-I see the glass half full-others see the glass half empty…
And don’t forget the acting county prosecutor.
Office of the Monmouth County Prosecutor (732) 431-7160 | prosecutor@prosecutor.co.monmouth.nj.us.
Katrina-Resolutions are in place simply means that with permit applications forthcoming, the projects can move along. #8…..there was communication/dialogue happening between our engineer and CAFRA reps……as proven by the OPRA receipt….whenever a major project is developing there are issues and hold-ups….in the end, things are on smooth sailing….
What was Nick referring to when he mentioned they had to deal with “public backlash”?
Gene Creamer you are wonderful!
Jersey City politics in action with DLUR and Cafra. Must not mess with mother nature you know or the savvy public.
Theresa-not sure…..
#9–Never have I been spoon-fed..what are you suggesting?I did receive the truth…insults and belittling about me must garner attention for you.your suggesting that I’m gullible and unable to comprehend what’s happening….you are a person who goes along with the slightest of negative suggestions…and then blows them up to validate what you think to be so…….never, ever have I seen you react positively to anything-no matter how good it is….-the mayor has had meetings over the past few years with residents living in the area of the park-he’s kept them informed, and has modified plans given their requests/concerns..information about projects have been published in local newspapers..when campaigning during this past election cycle, residents in the area were pleased with the mayor’s outreach regarding the park–that’s what I heard…….know you won’t believe me….as it’s not negative……don’t know how the mayor could have been more forth-coming…..why don’t you contact the agencies you listed to see what you find out-the word I got was that all was A-OK..but you have to continue to play detective…a back and forth with a government agency can drag on..why can’t you see that? I for one am pleased with the progress made in town over recent years…as many people are here in town…..I campaigned widely throughout town-90% positive reactions all the way around…
Again I can read. If you are not intending to be ambiguous Claire, then responding unambiguously would be best. Now, that being said, perhaps after all you are relaying just what was relayed to you in all of if ambiguity. Nick’s response to D.E.P. equally ambiguous. Nick states that Belmar has been holding off submitting changes to our existing CAFRA Plan because Belmar wants to propose another ( not permitted) Marina project at another location of the marina. What block and ( actually all lots are #1 )would be unambiguous. A description, say a building would be unambiguous. Finally, public pushback, might characterize the past two years and the pavilions but marina projects? Again what specific marina project and what particular public pushback would stop all the guessing.
“PUBLIC BACKLASH”=Citizens are pissed off….Yes I’m still taking aspirins… Need two baby ones at night.
Let see 90% positive reaction all the way around?? How come Jenifer and the bond issue did not win by 90% ? Not everyone is buying what is being said. The truth will eventually come out.
Gee…Ms Sarcastic… That was an estimate…it was my impression that residents were overwhelmingly supportive of the mayor and sitting council…I didn’t come up with that figure mathematically …maybe I should have said 97 percent positive…
#20 Where did you “poll”? The senior building? Those residents are hardly representative of the Borough. Pass me the pablum. Wake up, lady, you are merely the mayor’s mouthpiece.
#20 is me..nit pick, why don’t you, Ms Sarcastic?…Claire
Ted-I can tell you are fascinated with the word ambiguous and variations of this word…..good for you! No ambiguity here-negativity is your forte….whatever issues presented/surrounding marina development are now being resolved…..sorry your have difficulty understanding that concept-what information do you have that the new project is not permitted, if, in fact, new permits are being prepared? Your thinking is-let’s heightened the negativity in town-Ted-here’s where you stand-let’s make things look terrible….. tear down all of the good in the community so that we can make local government look bad….you, also, have no concept about all that it takes to plan a project-with oversight and changes…heaven forbid things need to be changed for the good!…but you cast yourself as an authority on all matters having to do with Belmar….and you are certainly not!-you have no true background of information-how about this word for you-I’ll throw one out because you overused ambiguity-innuendo…..during the storm-you had no proof of anything…..let’s throw out an innuendo here and there-and see how they fly.you thrive on developing suspicion.-let’s light the fire and stand back and watch it burn.. you were bent on destroying all the good that was done……let’s criticze everything about Sandy restoration-let’s destroy our town in the eyes of the public-everywhere I go-friends from out of town and locals say that they’re so happy that we’re getting Taylor pavilion back……with no proof you sent a horrendous piece out linking what you thought to be wrong doings a couple of years ago-never happened-here’s your thinking-let’s destroy all the good things-..I think you actually want bad things to develop so that you can rest on your negative laurels..let’s not even think positively..why do you think our downtown is flourishing? Why do you think taxes have been stable? (no proof that taxes will increase with the building of Taylor Pavilion…..just innuendo) Why do you think there is endless programming for children and adults alike? Why do you think DPW does such a fantastic job? Why do you think the mayor has seen to ramps for handicapped citizens? Why do you think we have such an outstanding police department? Why do you think we have dances for intellectually handicapped young adults? Why do you think Chef’s International is willing to invest in Belmar again and again? Because we’re a rotten town with inept leadership? Why do you think more people than ever (in the last few years) are moving into Belmar? So Ted…let’s wait and see what happens-now that we’ve seen the OPRA response…..maybe the next time you reach out to me you’ll find another new word to use….not so ambiguous..it’s as plain as day-new permits will be applied for and issued….no secrets-….as you well know the mayor has met with residents who’ll be impacted by the marina projects…..and shared with them every aspect of the developments…let’s not make a mountain out of a molehill in an attempt to once again climb up a negative tree and languish there…
I’m POSITIVE …. I just got 15% off my car insurance!!!!!!
I want to know what is in those email attachments which were not provided. They must have been printed in invisible ink so that they would be “transparent.” Not for the element to know, it seems. All is OK, right? April is just doing her job.
#19 – The truth will eventually come out.

Correct, all in good time. Every day these people become more and more greedy. They will end up tripping themselves up without our help. That’s always the way when it comes to liars like our esteemed elected officials.
No Miss Perspicacity…I campaigned in all of district three..including Hwy 35, …parts of district four…..and Third Avenue…..how’s that for a sampling? I know that must make you happy-to know that there were positive comments all over town-(“love the Mayor,,,,love what he’s done for the town”-types of comments heard) Never campaigned in the senior building…We don’t have our boxing gloves on again, do we Ms. Perpsciacty? Remember the insulting comments about my teaching? Why is what I say so hard for you to handle/process/understand/accept? Still hiding behind a fake name? Nastiness can be easily spewed in cowardice…you are a coward….that’s all you are…get a life! There were no other attachments-again-you, also, work with susupicion and innuendo….what kind of a person are you…..that you’re so unkind, suspicious, and basically wrong on all counts..do you like receiving negative attention?-don’t bring April into this-she’s a perfect individual….executing her responsiblities with excellence-why would you want to put her in a bad light? Why can’t you accept the truth? When you get some courage, respond in your actual name..until then, noting that you say is valid….accusations are moot and unsubstantiated…Ms Perspeciacty & Ms Sarcastic …what reasons do you have for your dark perceptions of the world? THERE WERE NO OTHER ATTACHMENTS-everything is posted…amazing!
Gene-That’s great! That’s all you have to say?? Nothing else for a response?
Eugene — what do you mean when you say the Mayor and council “deprive the public (including of any say regarding Marina/Maclearie Park development … just like the beachfront.” Didn’t the WHOLE TOWN have a chance to have their say about Taylor Pavillion? Isn’t that what an election is? (Please take the opportunity to highlight any typos or grammatical errors you may find. Because that’s really helpful.)
Mrs. Deicke please look again. There were 11 attachments that were not handed over in the request.
#26 As I recall, April had been exonerated recently from a charge about not providing information in an OPRA request. Real confidence building there. As for you, I certainly recall all our exchanges and do not back off from any of them. Ciao.
When these politicians are campaigning did it ever occur to them that maybe people are telling them what they think they want to hear to avoid conflict. I personally will agree with anything they say to get them off my doorstep (especially during dinner time). I realize I am not going to change their opinion and the record has shown that they have no interest in listening to residents (if they did, they would not have brought up the pavilion bond 4 months after it was voted down).
Reminiscent of my childhood hearing father say “don’t bother with that guy the only time he ever comes around here is when there’s an election on”. Innocence lost.
Ms perspicacity…Forgot to mention…campaigned in three apartment buildings as well …many positive remarks in those establishments as well as what I previously mentioned…so your remark about me campaigning in the senior building doesn’t hold water … In case my name doesn’t appear..Claire Deicke
#7 Katrina – The administration is using the old “you can’t unscramble scrambled eggs” approach. It would not seem practical or economically wise to destroy a new structure once it is built or substantially under way. An ordered halt in construction by an authority is another matter. The rush is on to start building so the approach works. Permits? Just an inconvenience to the plan. In my opinion.
It looks nice at marina now without a building. You can see shark river from Main Street. Plant some grass and be done.
You’re obviously an enemy of Belmar’s recovery.
Claire:
Thank you for your kind words. It seems that you have been holding them back for three years. I am sure you feel better now. You also proved my pint about the a word. You wrote” what information do you have that the new project is not permitted?” Again, what “new project?”
drinking coffee, smiling and shaking my head… lol…
Claire, when you’re out campaigning, whether it be for yourself or another candidate, what do you think people are gonna say ? Do you think people are going to tell you to your face- that they think the mayor is ruining the town and proceed to kick you off their porch ? No, not at all. People in Belmar are too nice. And seriously, nothing regarding these violations have been settled. Just call the state and ask.
Claire: When you do the research and gather the facts as I do, there is no need for innuendo. I do not ever pretend to be an authority on “all things Belmar”. As a resident, I do have an obligation to object to decisions, plans and expenditures that are not in my best interest. I will continue until we live in a dictatorship and am forced to stop working on behalf of those interests.
Apparently the Engineer didn’t provide the clerk with attachments. The clerk can only provide what is given to her as in the lawsuit when disclosed that the town administrator withheld document(s) as requested by the clerk. Gonna give her a pass on this one. In relation to the spin that Ms. Deicke is putting on this, it’s quite clear that the town is adding two new projects to the State for a permit which appears to be a secret. Engineer email of November 9th , he is clearly apologizing to the State for delay and mentions public backlash on apparently the two new projects. What are the two new projects and what was the informal backlash? If such a wonderful project for the town, post and boast on the official website. Also drinking coffee and shaking my head. Lol, let us in on the secret.
#39 Teddy don’t expect to get facts from the head of a political party. This bunch of elitists think they know better than us and are committed to support Unions, friends, and financial supporters.Thank god we have the courts and FOI its a shame we have to go that route to find out what decisions they make with PUBLIC money. This is no joke.
Saying for today: Look before you leap.
Snide remark for today: Yeah, yeah, yeah, everything is fine, I love you, now go away.
I too shall now have my coffee and thank God I did not attend the public school in Belmar.
#42 Ms. P also

Ted-Glad you made your “pint”….that’s what you wrote-it fits-a “pint” of nonsense……no comment on all the good that I pointed out? Why not? Afraid to admit the truth? Actually, I feel great…no need to get anything off my chest…..just stating how your inappropriate flyer about your incorrect thinking put you a category of anti everything Belmar….besides being ridiculous
Anonymous 27, regarding typos, some of us have high standards. In the professional and government worlds, sloppy work usually indicates a sloppy mind. An “official” document with a typo, especially in a title, is unacceptable. Anyone in any aspect of public relations knows that. Blog comments written hastily do not really count, as there is no way to go back and make corrections if typos are noticed. Picky is picky, get over it.
#45. The man asked you the following question. What new project? What part of the question do you not understand.?
Claire: I have no idea what you are talking about ” inappropriate flyer “.
Why will you not answer my question? What new project are you referring to ?
So I ended with a preposition and did not correct pint to point. What kind of English is your statement ” put you a category”?
#38-You couldn’t be more wrong-there have been times when campaigning didn’t go well for me…over the years…examples: I was told to get off a resident’s property because I was a Democrat…..had nothing to do with anything but that……wasn’t about local Democrats….just Democrats in general…..another time a person was angry because a relative of hers didn’t get a job with the borough-told me off in no uncertain terms-early on in my political/campaigning career a resident told me he wasn’t voting for me because I allowed Hispanic children in the Belmar School-I was a board of education member before being elected to the council-I answered politely and told him that the Supreme Court of the U.S. had ruled that any child-of any ethnicity..native born or not-was entitled to free public education..many other examples of negative reactions on the campaign trail too numerous to mention..so, #38….there were diffiicult times with campaigning-why would you attempt to play down the positive receptions/comments I experienced during this last campaign period? People are generally pleased with how things are going here in town..people were sincere with their praise of the town leadership..many related things they were pleased about.I can weigh positive against negative happenings….also, I never campaigned during dinner hour…
Ted-the flyer with people’s heads attached with a pen drawing of a string or rope-tying people together (to damage their reputations)…you paid for that flyer personally…put you in a category of negativity…projects surrounding the marina development which include clean-up issues and minor details…..nothing major……can’t convince you-you always think the worst-want to believe the worst…and put the town in the worst light-that is your ultimate goal-why not comment on the positives I listed? You certainly have become the self-appointed “let’s see how bad we can make them look” person-never recognizing anything good-according to people, they’re fed up with all of the nonsense..we had a storm for all ages in Sandy, and all you did was attempt (wrongly so) to criticize and spread hate during one of the worst times in the town’s history-when the town was at its lowest point, you kicked us down even more..but we rose up in spite of you-becoming the model for other towns in terms of restoration. Do you have any idea of how the town leadership worked to help our residents come back from the storm? You never mentioned that-very one-sided with negatives. Your thinking was..here’s a chance to really nail them. You were so hurtful to so many..and you don’t care because you keep doing it..you take pride in what you do…you continue to do so…..by your own words….wouldn’t that include a possible good job, for helping residents in so many ways? and when you speak at council meetings, your tone is accusing and ..you never present yourself in a valid way because you’re alwasy so angry-not convincing at all…as soon as you approach the mike, people know you’re going to be negative-some reputation…
#27 my, my you are very intimated by Eugene’s intelligence that athletic scholarship not working out for you.
Don’t know what you could possibly mean when you say “your alwasy so angry”. What is an alwasy? Oh and before I forget, What new project? are you referring to? If you are referring to the front page of the Sunday Newark Star Ledger, 2/1/2013, Linking, Maggie Moran and Ashbritt I assure you I had no say in that, butthanks for thinking of me. The writer Jared Renshaw who now works for Reuters gets all the credit.
I am sure a few of you could give them a scoop!
