    It would take less effort to throw dog waste in a can if there were some, although that is not an excuse and should not be done. I noticed a can that washed up and by the end of the winter it was filled with garbage, including the balloons and plastic that I, a dog owner pick up. I thought maybe a garbage can or two may be good thing.

    Those cops are properly using officer discretion. The meaning of the rule was to keep hordes of out of towners from from infecting the local population. If they see a person enjoying an empty beach with there dog they won’t hassle them to appease some pain in the a$$e$ with nothing better to do.
