RESOLUTION OF THE BOROUGH OF BELMAR PROVIDING FOR A SPECIAL ELECTION TO BE HELD ON TUESDAY, AUGUST 19, 2014FOR REFERENDUM ON ORDINANCE 2014-07 WHEREAS, on May 6, 2014, the Mayor and Borough Council finally adopted Bond Ordinance 2014-07 entitled “Bond Ordinance Providing for the Construction of Beachfront Buildings in and by the Borough of Belmar, in the County of Monmouth, New Jersey, Appropriating $7,000,000 Therefor and Authorizing the Issuance of $7,000,000 Bonds or Notes of the Borough to Finance Part of the Cost Thereof” (the “Ordinance”); andWHEREAS, the Ordinance would establish funding for the construction of the Taylor Pavilion and the 10th Avenue Pavilion; andWHEREAS, on May 27, 2014, the Borough received a petition requesting that the Ordinance be put to referendum; and
WHEREAS, in accordance with N.J.S.A. 40:49-27, the petition was reviewed by the Borough Clerk, certified, and presented to the Mayor and Borough Council; and
WHEREAS,N.J.S.A. 40:49-10 provides that a referendum shall be held at the next general election occurring at least thirty days after the filing of the petition, or, at the option of the municipality, at a special election called for that purpose; and
WHEREAS, the Borough wishes to call a special election for referendum on the Ordinance so that the will of the voters may be ascertained as soon as possible,
BE IT RESOLVED, by the Mayor and Council of the Borough of Belmar, County of Monmouth, State of New Jersey as follows:
Section 1. The recitals hereto are hereby incorporated herein as if set forth at length.
Section 2. A special election of the legal voters of the Borough of Belmar shall be held on Tuesday, August 19, 2014 from 6:00 am to 8:00 pm at the established polling places for districts 1-5.
Section 3. Said election is to be held for a referendum on the Ordinance. In accordance with N.J.S.A. 40:49-10, the question shall be put to the voters as follows:
“To vote upon the public question printed below if in favor thereof mark a cross (x) or plus (+) in the square at the left of the word YES, and if opposed thereto mark a cross (x) or plus (+) in the square at the left of the word NO.

Shall an ordinance of the Mayor and Borough Council of the Borough of Belmar entitled “Ordinance 2014-07, Bond Ordinance Providing for the Construction of Beachfront Buildings in and by the Borough of Belmar, in the County of Monmouth, New Jersey, Appropriating $7,000,000 Therefor and Authorizing the Issuance of $7,000,000 Bonds or Notes of the Borough to Finance Part of the Cost Thereof,” finally adopted on May 6, 2014, be ratified?”Section 4. The Clerk is hereby authorized and directed to cause notice of said election to be published in accordance with N.J.S.A. 40:49-27c in the Asbury Park Press or Coast Star at least ten (10) days prior to the date of the election. Section 5. The Clerk is hereby authorized to coordinate the necessary efforts for holding a special election with the Monmouth County Clerk, the Monmouth County Commissioner of Registration and the Monmouth County Board of Elections.______________ offered the above resolution and moved its adoption.Seconded by and adopted by the following vote on roll call:

The proposed resolution is silent with respect to the $20,000 … cost of election. Where in the budget is the slush fund?
Our elected officials better hurry ………. the buddy contractor is foaming at the mouth!
I’m all for the construction if we can afford it. But 20 trillion in fed debt means a worsening economy and its happening now not tomorrow.
Not my grandchildren but me is beginning to feel the depression. This year beach business is at an all-time low.
What are the consequences of default? What happens to my taxes if the beach fee is insufficient to pay the mortgage payments?
Because of poor judgment and bad decisions by government officials New Jersey has the highest real tax rate in the USA. i can’t aford more taxes.
How much has the beach collected this year and how much are the annual mortgage payments.
Are the Beaches net proceeds this year sufficient to pay the mortgage?
Belmar’s beach attendance is decreasing and beach fees are going up. There is a limit to what can be charged.
I would like to see it happen but when the economy is robust not broken.
