Tarzian Tenants Creating Nuisance

In yesterday’s inbox:

As we know, earlier this summer when pictures of 101-103 16th Avenue were posted showing the accumulated garbage in the backyard of the house, the landlord, Mr. Tarzian, contacted David Schneck, owner of the Common Sense for Belmar blog and requested they be removed from the blog. Mr. Schneck agreed to the request. So, I ask, why? I know Dave is a reasonable and nice guy, but what good did it do for the neighbors who are subjected summer after summer after summer to the unruly tenants Mr. Tarzian rents out his properties to at 101, 103 and 107 1/2 16th Avenue. All of these properties, I believe, are categorized as Category 1 Animal Houses. Each year, there are numerous calls to the Belmar Police Department and ongoing, verified complaints from the neighbors. The only one benefiting from this situation is Mr. Tarzian, all the way to the bank as he receives good summer rental fees for barely code compliant houses. The inside of the homes are in obvious and varying degrees of disrepair. In fact, during Memorial Day weekend, the property at 101 16th Avenue was powered by a noisy, portable generator situated on the driveway of the home because there was no electric meter attached to the house when the renters showed up for their first summer weekend of Belmar style fun. Seriously, this was code-compliant? The law-abiding, tax-paying, year-round homeowners spend a great deal of time calling the police every weekend starting Memorial Day through Labor Day. To their credit the Belmar Police show-up. However, the solution is always a band-aid. Never a true fix. One has to wonder why the on-the-books Animal House law is not enforced with these properties.Screen Shot 2016-08-29 at 4.14.38 AMDSC_0017

Yesterday morning, Saturday, August 27th, the police had to be called by the neighbors at 8:30 a.m to come to 107 1/2 16th Avenue. The beat music had started, the use of the 4- letter F word could be heard by neighbors with just about every other word coming from the young men guzzling beer for breakfast on the front porch, and they were hooting and hollering whenever a young woman walked by their house on the way to the beach. Truly disgusting behavior. Do these young men not have sisters and mothers and not understand how disrespectful their behavior is? House guests were abruptly awakened by the noise. Two policeman in separate big black Belmar Police SUVs arrived. It appears a summons/fine was issued to the house. As a result, last night was a little tamer, although we were still awakened by the loud conversation at times during the night, and then we awake in the morning and are subjected to looking at all the beer bottles and trash.Screen Shot 2016-08-29 at 4.15.59 AMScreen Shot 2016-08-29 at 4.15.48 AM

It is my understanding that Code Enforcement came out this morning and took similar pictures to mine. Not certain what the impact will be. Something more has to be done. Belmar is one of the most beautiful beaches in all of New Jersey. Belmar has the potential to be one of the most family friendly- beaches in the entire state. That is why we invested in our home here in Belmar. We did not appreciate that we would be subjected to this type of behavior summer after summer after summer.

My question: so how do we effect permanent change so we can restore our rights to the peaceful enjoyment of our homes throughout the summer season in Belmar?

Just one clarification:  I was never contacted by Mr. Tarzian.  I received an email from some other party who asked me to take down the photos and promised the mess would be cleaned up.  When I received word that it had indeed been cleaned I complied with his request and pulled the photos.

But the tax records do show marketing mogul Richard Tarzian Screen Shot 2016-05-17 at 6.10.02 AMas owner of these properties:101107.5

And they are both category 1 animal houses:

One of which, the one pictured above, (block 160, lot 3)  has received 2 summonses so far this year:

Here is what is supposed to happen to category 1 animal houses that get summonses:

cat 1

Not sure if this will help:

Borough won’t allow 2 new houses to replace the two dilapidated, in need of rehabilitation, animal houses on the one lot. Nice marketing job for the properties tenants, Animal House Roster, years xxxxxccxxxxxx. Spring break king has the pick of the litter.

#1 Anonymous: So, what? That shouldn’t be a deal breaker. He could replace the two small houses with one larger house. The lot is ideally suited for such a home. Can’t the owner figure out how to sell the property and/or build a one family home on the property. Even though it is next to the Dunkin Donuts at 16th and Ocean, a tall fence, an appropriately located driveway as a buffer, limited windows on the east side of the house could produce a wonderful home with fabulous ocean views from front balconies similar to some of the newer homes built within the past 5-6 years on the ocean block of 16th Avenue.

You never know with this administration. They might move the bathroom out of the center of 16th and Ocean boardwalk to a more northerly side of the street blocking the views from the GOP owners at Ocean Vista condo. Prior to Sandy the bathroom were to the south in front of the commercial swath whose customers, more or less, don’t pay for the OCEAN views
