    Here’s a thought, what about robot sharks that swim back and forth from one jetty to the next. (The town wouldn’t tell the people though, keep it a secret) Maybe the fear of being eating alive will keep the fools out of the rough tides.
    Seriously though, fine every person who gets rescued! If they don’t value their own lives they should be fined for risking the rescuer’s lives.
