#3-Let’s hope NOT. The awarding of public funds should go to the contractor willing to complete a job, to specifics set, at the lowest bid. I believe the practice you preach is in of itself a discriminatory one. To award the work to a company based on the color of the skin of the owners’, regardless of the amount, whether it be at the top end or not, is counter productive in nature. I usually respect your point of view but disagree here.
HUD doesn’t allow discrimination nor does #3; Eugene however reads, analyses and comes to legal interpretations and conclusions without discrimination. He has nothing to gain in commenting on this blog or at public forums.
Sooooo…if federal money is involved in funding this pipe project, it is harder for the mayor to discriminate by awarding the contract to one of his favorite companies. Maybe that is one reason it has taken so long to begin work, besides not having the correct permits, etc. Hard to find the wiggle room? The bromance between the mayor and the governor might be on the rocks.
The blame game is up when it come to the Lake Como out fall pipe lies. The controversial “Back to nature boy” will not get a lot of votes from the SEA this year and despite being on the Murph’s line this year Belmar will vote bums out.

Are all employees of each bidder covered under Union Contracts?
Where’s the Epic bid?
lets hope the project goes to a minority contractor
Patterns are easy to find in cases.

#5 If you want HUD money, you follow HUD’s rules.

# 7 – Is all discrimination equal or is some discrimination more equal than others?
A discriminating palate is very important especially in Belmar the land of pizza.
