    Watching the video of the vote, it doesn’t seem like a ‘no’ vote was the intended outcome. The ‘tie goes to the no’ question and the ensuing discussion and reaction looked to me like they were expecting it to pass.

    I think that Nicolay and Brennan simply wanted to appear more sympathetic to the Harmons position because they are being sued as individuals as well as Belmar officials. (See, we’re not so bad.) Walsifer is not being sued and Magovern only as an official, not personally.
