    #1 – I think those multi-story buildings you are referring to were approved by the planning board. Unless I am mistaken, planning and zoning boards are two separate entities.

In Belmar the two bds are separate by choice since state statute permits them to be combined.#4 again if you have a planning bd then by statute the planning bd MUST have members chosen from certain categories some of whom will be boro officials elected or employed. The question really is do you want to be more like Long Branch or Avon ,Spring Lake etc. I have already expressed my choice but i have been around here a long time.And am I missing your point? Bear in mind the zbd is selected by elected officials.

    When a project is in the redevelopment zone it goes to mayor and co, first. Also if anyone reads the judges opinion that was filed you will note the judge isn’t commenting on the project itself, the judge did not rule about development projects their densities, etc.—- this project the zboa voted no all seven members, not one member voted yes. The applicant appealed whether they did anything wrong in coming to the no votes.
