I believe the use of these facilities, and in the case of La Dolce Vida the provision of hors d’oeuvres, needed to be reported as either in-kind contributions or, if they were paid for by the campaign, as expenditures.

Both are absent from Nicolay’s 29-day report, either as in-kind contributions or campaign expenditures. (BTW, the event at La Dolce Vida must not have been very successful. I don’t see any mention on her report of any donations received that day except from Brian, Matt, and the returned donation from Ollie Klein.)
Also a problem for Nicolay is that both of these establishments hold liquor licenses. Belmar’s pay to play ordinances disallow any council member from accepting donations from alcoholic beverage license holders. If they do they are barred from voting on liquor licenses, taxi licenses and parking permits for three years. At least until next year when they plan to pass this:

How does the Democratic Party in town continue to ignore these pay to play ordinances year after year? Anyone out there from the Dems know? This continues to be a problem. Ignorance is no longer an excuse?
It seems they historically file late taking as much advantage of lying by omission and relying on lack of enforcement by the jurisdictional agencies.
If any politician holds an event at DJais, I’ll buy them – Shots, Shots, Shots!!!
