This poor guy is the scape goat, caught up in the greed by the towns’ governing bodies. It’s a well known fact that most towns rely on ticket revenues to add to the General Fund. I know of one Western Monmouth County Township that pays Officers overtime to write ticket. It’s called “collars for dollars”. Unethical. Waiting for defense attorneys to catch up on that one and put it on the record.
