PILOT Reform Coming?



Also in the package is legislation mandating that municipalities that grant tax abatements to developers share any payment-in-lieu-of-taxes revenue they receive with their school districts.

Typically, school taxes amount to the largest portion of a property owner’s tax bill, but municipalities are authorized to award tax abatement packages to developers to encourage them to build in redevelopment zones that may be underused or blighted. Often those agreements include PILOTs, in which developers agree to make payments to the host municipality as an offset for local services, such as police and fire protection. But there’s currently no requirement that that revenue be shared with the local school district or county, and many municipalities opt to keep all or most of those revenues for their own budgets.

    A couple of reforms that might help is to lower the age childrun can leave school, possibly to 13 0r 14 years of age. They coud also, split school curriculums from all academic to half academic and half practical education.

    Meanwhile there is an senate hearing meeting today, where they are to discuss mandatory vaccines!!! Wherever you sit on this issue it is a slippery slope for sure when the government mandates what medical procedure you go through. Oh and BTW the CDC just added anthrax vaccine to the schedule. Do a simple search and see how that affected our servicemen!

    #1-Agree about practical education. In days past schools taught wood and metal shop and home economics ( cooking and sewing.) Those courses disappeared at both elementary and high school levels. This happened when technology/computer education was brought to schools in the early ’90’s. A real shame. Kids do need to stay in school, though. They need to develop intellectually and socially. All types of jobs including the trades require, at the very least, a high school diploma. Also. Organized athletics offered by schools help with life. Win or lose, you have to move on . Get ready for the next game. No time to fret. This pattern mirrors life situations. Also, athletics promote thinking at a different level. Figuring what went wrong which caused a loss develops problem-solving techniques. Racial boundaries are torn down with participating in sports. The world is getting along with all people regardless of race or creed .this is what athletics do for young people-getting to know, and getting along with those who are different from you, people you would possibly never get to know otherwise.
