Its not enforced. D’Jais owns Doherty. Why would he make them follow the rules?

This is not a minor issue considering that recruiting new Doherty voters seems to be part of the job description of anyone working there.

It’s the same every year.
It would be interesting to see the activity on last year’s escrow account. Think about how many times there were multiple officers in front.
Where does it say the bartenders will flag anyone who is obviously too drunk to walk? Staggering drunks don’t help the oceanfront area.
