Referenced in the AG’s letter of January 11th is a June 4, 2015 “subrecipient training session” on the required procedures to be used for spending grant monies on the Lake Como outflow project.
Three months after the training session Belmar put out a request in a way that rings familiar for readers of this blog.
One ad. One day. One bid. And Maser bids on the last day, possibly knowing there were no other bids.
Here is the RFQ which, btw, was actually supposed to be a RFP, or Request For Proposals. Not that anyone’s counting.
The AG’s letter goes on to explain how Maser was conflicted from bidding in six different ways from Sunday and even if they were qualified there were all these other problems:

A friend of mine OPRAed the June 4 training session’s agenda and sign-in sheet. He was kind enough to share it with us. Click on the image to see the agenda and an outline of all the topics discussed.
So Robbin Kirk was there. Colleen Connelly was there. Kelsey Howard, also from “group/team Belmar”, is a Maser employee and is Funding and Grant Administrator in their municipal client services department. She was there too.

Appears that Kelsey Howard represented herself as a Belmar official for this meeting.
The people from the state likely know who she is. I guess she just considered herself part of “Team Belmar” at the meeting.
There must be some criminality here and criminal charges must be filed against these individuals.
Thank you Dave for all your hard work and providing us with this information. Without you Belmar would be in the dark, just the way the old administration wanted us.
And according to our Mayor, we owe Maser $490k and continue to do business with them. Perhaps he, Walsifer, should be investigated. I’m calling on our honorable Mayor to refuse to pay Maser their $490k and left them bring us to court. Maybe they’ll just go away, rather to jail.
This round Robbin has risen to the level of Federal intervention now be it FBI, Attorneys General or ORGANIZED CRIME investigations.
What state agency is Colleen working for now?
And if they’re due remain any outstanding bills or penalties due to this fall out project, don’t forget to bill Lake Como (South Belmar) and Spring Lake. It’s their lake, don’t really understand why we got involved in this whole project, other than the political connection between Matt and Wilton. Remember that duo. They car pool together down the Pkwy every morning laughing their asses off. MCPO is useless. Call the Feds.
And another thing. Not to open up an even bigger can of worms but has anyone ever looked into the political connection, donations, buddies, regarding the contractor of this Como project and the Doherty’s??

And all three people representing Belmar were women.
NO ONE is getting locked up, going to court or going to jail. Do you people not realize how NJ politics works in NJ when the Governor’s party is in control? Duh, wake up and move on.
Reluctantly, I agree with #12. This is NJ and there is littul to no chance of any of these people being prosecuted for anything they did or dident do here. I take no pleasure in saying that, but it’s time to just cut our losses and move on.
Major screw ups
So does the Howard chick fall on the Maser sword now that Belmar has cause to file a malpractice claim against Maser?
Maybe they were too dumb to interpret the content of the meeting and the written rules?
What about the DCA representative, Omar. Are we allowed to see his file, action bbq plan, notes?
Kinda makes you wonder if Maser ever cleaned up the permit mess for all that went on at the marina.
What no more bomb shells this week? Oh yeah, the holy grail Parade is coming this Sunday. The stupid berms Must be Removed now so that the cretins will be able to find Belmar’s Ocean while eating their FREE breakfasts.
