Does it matter?
I don’t believe the estimated 10% savings from acting as our own contractor is enough to get the pavilions built with the bond money we have left. I also don’t believe that Doherty believes, or actually even cares, if he can save 10% or not.
Here’s why:
Maser estimated that Belmar would need to appropriate $6.1 million to cover the construction costs for the two pavilions and also finally pay the $332,543.76 we owed them for the design and engineering work. Subtracting off Maser’s bills leaves us $5,767,456.24 total funds available to get the buildings built. This is what Maser told us we would need and this is how much we have.
But Epic says it will cost $6,145,000 to complete the project. This is why we can’t have Epic do it.
So we are told that Maser, who underestimated the cost by over $300,000 and even sent an engineer out to accompany the mayor when he visited voters to assure them that we could afford the buildings, now says we can come in under budget by acting as our own contractor.
Don’t believe it.
Assuming that the extra Maser bills for guiding our borough administrator…who has no experience in managing construction projects…are already baked into the 10% savings figure, the buildings will cost…according to Maser… $5,530,500. If you subtract that from the $5,767,456.24 we have left to do the job with, it leaves us with only $236,956.24 in wiggle room.
I can almost guarantee the cost of the project will exceed Maser’s estimate by more than that amount. A lot more. None of these people, including whoever Maser might send to help us, has anywhere near the experience that Epic has in running a project like this.
Being a general contractor like Epic is very different from performing construction contract administration like Maser. And that’s not even the plan Doherty and Connolly are proposing. A general contractor gets estimates from and hires subcontractors (usually ones they are very familiar with and have a high level of confidence in) to handle the various parts and phases of the project and oversees their work. But at the meeting Doherty and Connolly talked about hiring construction workers directly, not subcontractors. You can’t hire experienced construction supervisors out of the union hall. Those are the people who lay out the job, make sure the various elements of each job are done in the proper order, and coordinate with the other crafts. Connolly even talked about hiring individual electricians and plumbers to do those phases of the work, even though they’ll still need a licensed electrical and plumbing contractor to sign off on the job, which no reputable contractor is going to do if they don’t actually supervise the work.
Does anyone out there think that Doherty and crew can run this anywhere near as efficiently as Epic? Does Doherty even believe that?
It doesn’t matter. With Epic we can’t build the pavilions. Doing it ourselves we can.
The mayor said at the December 28th meeting that doing it ourselves would make the finances more transparent because we will see all the costs on the payment of bills lists. But in actuality it will muddy our view. With Epic doing the work we would know that all payments to Epic are for the pavilions and checks not for Epic are not for pavilions (hopefully.) How Epic spends the money would not be our concern. But now we will need to identify, keep track of and add up the bills that are for the pavilions and make sure that some costs for the pavilions aren’t quietly blended into some other municipal expenditure. (Using our police for site security would be just one example.) It’s going to be an impossible task. We’ll never know how much the pavilions ended up costing.
So even if he believes it would end up costing more than using Epic, it is preferable from the mayor’s standpoint to expose the taxpayers to all the risks associated with building the pavilions ourselves because at least that way he can get the thing started and also pretend he had enough money to do it.
There is little doubt that our mayor is surveying the political opportunities that will be created when the Christie administration comes to an end in 2017. Doherty needs to be able to say that he took us through the storm, he didn’t raise taxes, and that by getting the pavilions built he created lots of good paying union jobs and completed Belmar’s recovery.

I think the administration wants to create so much accounting confusion that it will not be noticed or easing ascertained that the cost of the 5th Avenue Pavilion exceeds 4.1 million, that amount which Matt stood by as critical to his self-led recall. That is, of course, if this whole plan is not a ruse.

May 15: Birdsall fired Maser hired- Maser states same Birdsall folks will now work for Maser on Belmar Acct., Paul, Nick, Corey and Robert.
Sure I trust them all. Sure there is proper transparency. Just look at the first project.
Your point about them stating this way cost and payments would be more transparent, the council would see all details on payment of bills was spot on. Listening to Colleen Monday a.m. it was laughable. Since when have the council ever looked at the bills paid list? When Bean left, so did Bean’s rule. The bill paid is just that, council is told after they are paid sometimes. Thee exception is like when Colleen told them to pay $1.1 million in large sums, wire transferred to Feirra Construction to avoid play-to-pay and never put the payments on the monthly bills paid. At least with the boardwalk, Robbin used the bond ordinance number to designate the payment.
The MAIN reason Matt wants to GC this project is so that he can hand out many more favors to his people that just one big one to EPIC, who already got their share with the boardwalk. I would imagine the lion’s share of these contracts would not have to go out to bid for every single aspect, hence if Matt’s uncle knows how to paint, he will be the painter. The only transparency that is obvious is Matt’s sole intentions, What’s in it for me Matt. Jersey City politics in Belmar NJ. Where’s the FBI when you need them?

This is frightening; if the Borough cannot account for the disappearance of $10,000 worth of Shoprite gift cards, how can they handle a project of this magnitude in a fiscally responsible manner? I do not recall anyone recanting the “It’s free!” claim. I guess the residents do not have to worry…

First, can anyone give an example of one government construction that was build at or below estimate? I have a solution for Belmar. First the all those highly qualified
Birdsall engineers go to trial quickly. What is it about Christie’s state. These guys were indicted years ago. Once they are found guilty of unrelated charges dealing with engineering and are convicted felons for lesser charges like pay to play and money laundering, you have Maser hire them on a prisoner release program-like community service and since they are felons they can’t charge big fees but they
build your two pavilions, Lake outflow pipe and make Main Street pretty. That’s the art of the deal. An extra bonus is they can maybe scare straight your mayor and others before they are convicted and must serve time.

No joke. I need more than aspirins. I don’t pretend know all the #’s for this project, but if it’s only the bond amount, without any insurance $, beach utility or otherwise to charge against, I think Admin of this blog has it right. Where are costs being charged for municipal and bond attorney plus inspection and contract oversee of Maser firm? Irresponsible? . Also, what about the municipal appeal that appears to be pending? Do we proceed with project or wait not knowing the outcome?
I may be wrong but believe the Mayor said at one meeting that if the Taylor Pavilion couldn’t be done with 4.1 m that it would not be done. If that is the case, then Mr. Mayor it doesn’t appear that with all associated costs, it can’t be done. Is this project dead?
No increase in taxes for years ? Just irresponsible, leaving a headache for the next administration.
No municipal improvements w/o grant funds associated? Just irresponsible.
No capital improvement plan, 5, 10 or more year plan for infrastructure for us poor damned people who live in this town? Not one down payment for a municipal funded project for just one roadway per fiscal year? Overlay, drainage or just any type of capital improvement. Just irresponsible.
Parking? Let’s build more. As if seasonal parking isn’t bad enough. Guess we will just close down the town when things get too tough for us to handle. What is with the Planning or Zoning Board of this town? Irresponsible? Perhaps.

The way I see it the local “obstructionist” ( Aug, 22 APP ) ended up helping this administration. The actions to force them to unbundle project bond ordinances has given them plenty of “wiggle room”. To bad Brennan didn’t get the memo before the meeting. He remarked that sometimes its better not to see the sausage made. Just on cost over runs and project increases alone. Statistics show that over 70% of all government projects cost more. Change order increases national average is over 40%. The boardwalk was a very simple repeat down 1 mile project and still there was 31% a month after it started. Therefore it is statistically probable the there will be about 2.8 million in change order increases for 5th and 10th pavilions.
If they proceed with all four projects add another 3 million.
BTW, with the DIY there will be no change orders because there is no contract that anyone has to adhere to.

I have posted expenditures to the 2012-15 Boardwalk Bond since 4/30/14. At that time an additional amount of expenditures totaling
over 2.8 million ( including palm trees ).

1. Brought Monmouth County Surrogate Rosemarie Peters to Belmar to explain and answer questions about estate, wills, etc. We had around 80 people in attendance at that meeting
2. Brought Freeholder Amy Mallet to our community to do a presentation about the new veterans’ center she established….many local veterans attended this meeting….
3. The county health department came and did flu shots (at the health fair), free eye exams, innoculations for children, etc. at different times during my tenure as councilwoman
4. After Hurricane Sandy, health dept.came and administered innoculations that prevented viruses, disease, that residents/DPW staff might have been exposed to during cleanup from the disaster-I arranged for this
5. Had Dr. Schmidt speak about how to keep a healthy heart-had many people attend this conference
6. At Mayor’s Pringle’s suggestion, I kicked off the Mayor’s Wellness Campaign……held a health fair every year for residents and those of the surrounding areas
7. After Mayor Pringle informed me of two women of our town diagnosed with breast cancer, I founded Belmar Cares…(as I’m a survivor of the disease)-a support group for survivors and those undergoing treatment for the disease-started this in 2008-and is still going strong
8. Arranged for free skin cancer screenings provided by Centra State Medical Center-held this on the beach in July-Councilwoman Blackburn is continuing many of the programs I started…

16-Was invited by the Belmar School Administration to sit on the Strategic Planning Community-a plan to evaluate certain areas of the school..stillam involved
17-worked with Habitat for Humanity ….both pre and post Sandy..for residents who needed home repairs
18-Sat on the Harbor Commission-bringing information to the council from these meetings-also, suggested walking tours of the marina for committee members so that we could see what improvements needed to be made….and what things were going well..
19-Tried to solve as many issues/problems as was possible that were presented to me

Claire please do us all a favor and take your ADA friends and walk from under the Rt. 35 Bridge on 7th along the Marina bulkhead to K-Street, then to L-Street and then down the boards ect to the tip of Maclearie Park, as many residents and non-residents do every day. Then report back on what you would you or anybody do ( especially women if you needed a restroom. Then just imagine if you need an A.D.A. compliant restroom. Then report back.

Your party has no credibly on being honest and trustworthy. NOT one has responded to any of the comments made or even asked what can we do to make things better.
