    #1- Why would charge LC more? Belmar chose to ‘protect and serve’ the residents of LC. They didn’t have to sign a contract with LC. They could have refused a contract with LC. Spring Lake and Wall Township did. Matt thought the contract with LC was a way to boost income for Belmar and it looks like it’s costing Belmar money to ‘protect and serve’ LC.
